Q3. What is driving changes in costs?

What has changed (or is changing) to cause a shift in cost?  For example, if the cost of dealing with fraud is likely to be less when using online systems compared to paper-based systems, the main reason might be because the digital signature technology in electronic systems is more reliable and more automatic than the checking of counterparty signatures that are in ink on paper?

In answering this question you might wish to identify more than one driver for any given change in cost.
